Indians Launch Track-II Offensive as Turkey Repays Op Dost with Drones

May 15, 2025

In a significant development on the diplomatic and defense fronts, Indian Track-II actors—comprising former diplomats, strategic thinkers, and retired military officials—have initiated an informal yet pointed offensive following Turkey’s recent decision to supply drones to Pakistan. This move, widely seen as a strategic provocation, comes despite India’s humanitarian support to Turkey during its devastating 2023 earthquake under Operation Dost.

Operation Dost: From Humanitarian Help to Strategic Disregard

In early 2023, when Turkey was hit by a catastrophic earthquake, India responded swiftly and generously with Operation Dost, dispatching search and rescue teams, medical aid, and relief material. The gesture was lauded globally and symbolized India’s commitment to humanitarian values transcending geopolitics.

However, recent reports confirm that Turkey has supplied advanced combat drones, reportedly the Bayraktar TB2 models, to Pakistan—India’s adversary. The move is widely interpreted by Indian policymakers and analysts as a direct affront to India’s goodwill and a troubling sign of Ankara aligning more closely with Islamabad on defense cooperation.

Track-II Diplomacy: India’s Response Begins Quietly

In response, several Track-II channels within India have been activated. These unofficial diplomacy efforts, usually involving influential non-government actors, are now focused on rebalancing regional narratives and signaling India’s displeasure without direct state-level confrontation.

Sources familiar with these developments indicate that former Indian diplomats and retired military officers are engaging with counterparts in Turkey and third-party nations to underline the hypocrisy in Ankara’s foreign policy—accepting India’s aid in crisis and later arming its enemy.

One retired Indian ambassador, speaking on condition of anonymity, stated:
“Turkey’s drone diplomacy with Pakistan is a betrayal of the spirit of Op Dost. We’re making it clear through informal channels that such double standards will not be overlooked.”

Growing Indian Concerns Over Turkey-Pakistan Axis

This move by Turkey adds to the growing unease in New Delhi over Ankara’s increasingly visible tilt towards Pakistan on Kashmir and defense collaboration. The supply of drones could alter tactical dynamics along India’s western border, where drone incursions have become a growing concern.

Indian security agencies have already stepped up surveillance on drone movements across the Punjab and Jammu sectors, anticipating an uptick in Pakistan’s drone-based reconnaissance and arms drops.

Strategic Messaging and Future Moves

In addition to Track-II diplomacy, experts suggest India may recalibrate its position on certain international platforms where Turkey seeks support, including at the UN and G20 forums. Furthermore, India could leverage its deepening ties with Greece, Armenia, and Cyprus—all of whom have tense relations with Turkey—to counter Ankara’s influence in regional geopolitics.

The Indian foreign ministry has refrained from making a direct public statement but is reportedly monitoring the situation closely.

Conclusion: A Diplomatic Tightrope

India’s Track-II response to Turkey’s drone diplomacy highlights the growing complexity of modern international relations, where state and non-state actors operate in tandem. While India continues to value strategic restraint, there is now a concerted effort to ensure that goodwill, like that extended during Operation Dost, is not repaid with actions that undermine India’s security and sovereignty.

The coming weeks will likely reveal whether Ankara chooses to recalibrate its moves or double down on its current trajectory, risking long-term diplomatic costs with one of Asia’s most prominent powers.
