Operation Shield: India Conducts Major Civil Defence Drills in Border States Amid Rising Tensions

On May 31, 2025, India initiated “Operation Shield,” a comprehensive civil defence exercise across several states bordering Pakistan, including Rajasthan, Jammu & Kashmir, Gujarat, Haryana, and the Union Territory of Chandigarh. Commencing at 5:00 PM, the drills aim to bolster emergency preparedness and inter-agency coordination in light of recent escalations along the western frontier.

Objectives and Activities

Operation Shield is part of the second phase of India’s Civil Defence Exercise, following the earlier Operation Sindoor—a military response to a terrorist attack in Pahalgam in April 2025. The current drills encompass a range of activities designed to simulate wartime scenarios, including:

  • Air raid siren tests

  • Blackout protocols

  • Evacuation exercises

  • Coordination among civil defence volunteers, local authorities, and security agencies

These exercises are intended to enhance the responsiveness of both civilian populations and security forces to potential threats.

Regional Implementation

Rajasthan: The state is conducting its second statewide civil defence blackout and mock drill. Chief Secretary Sudhansh Pant emphasized the importance of operational sirens and communication systems, drawing from previous drill experiences to enhance efficiency and coordination. The timing and specific locations of the drill remain confidential, with flexibility to adapt based on local conditions.

Haryana and Punjab: In regions like Gurugram, security forces are testing their deployment and response capabilities. The exercises involve local administration, police, army, and other security agencies, aiming to ensure coordinated and swift action during emergencies.

Gujarat and Jammu & Kashmir: These states are participating in the drills, focusing on enhancing security readiness and civilian response in the event of potential external threats. Activities include blackout protocols and siren drills to simulate emergency scenarios.

Public Advisory

Authorities have urged the public to cooperate and remain calm during the exercises. While specific details about civilian participation have not been publicly disclosed, the drills are designed to test and improve the overall emergency preparedness of the regions involved.

Strategic Significance

Operation Shield underscores India’s proactive approach to national security, particularly in regions adjacent to its western border. By conducting these large-scale drills, the country aims to strengthen its defence mechanisms and ensure readiness against potential threats.
